Music in the Strategy for the Development of Vietnam's Cultural Industries until 2045

On 11 November 2025, the Prime Minister signed Decision No. 2486/QĐ-TTg approving the Strategy for the Development of Vietnam’s Cultural Industries until 2030, with a vision to 2045. The strategy sets out a wide range of important orientations, together with concrete tasks and solutions aimed at strongly promoting the music industry – a key component of the performing arts sector.

The strategy places special emphasis on developing contemporary music forms while integrating cutting-edge technology to significantly enhance audience experience. It calls for substantial improvements in the quality, quantity, and scale of music performances and events – particularly music festivals – to help establish Vietnam’s brand recognition both regionally and globally. Another core focus is nurturing a civilized, art-appreciating public community in which artists take full responsibility for their creative output to honor and promote Vietnamese cultural values.

Building on these directions, the strategy proposes practical tasks and solutions across four key dimensions: policy and institutions, infrastructure, technology, and market development.

In terms of infrastructure, it recommends investing in modern cultural-entertainment complexes capable of hosting large-scale music events, while simultaneously developing digital entertainment products such as multimedia music programs. Supporting measures include preferential tax policies for businesses sponsoring music activities, streamlined mechanisms for venue access and event security, and stronger collaboration between artistic organizations and enterprises. The application of science and technology receives strong emphasis, particularly the use of AI, VR, and AR to elevate audience experience, optimize marketing efforts, and upgrade online ticketing services.

The strategy also encourages music companies to organize in-depth domestic training programs and international partnerships to improve the professional expertise and skills of young Vietnamese artists. At the same time, it urges greater organization of high-quality professional performances, competitions, and music galas to nurture talent and build a strong brand presence for Vietnamese artists in both domestic and international markets.

A fundamental element of the strategy is the integration of robust copyright protection as the cornerstone for the sustainable development of cultural industries, including music. Specifically, the Prime Minister has assigned the Ministry of Culture, Sports and Tourism to study and develop a standalone Copyright Law (separate from the Intellectual Property Law) in order to strengthen management, enforcement, and protection of authors’ rights and related rights. Public communication campaigns will be intensified to raise community awareness about the proper exploitation and use of copyright. Concurrently, priority will be given to developing advanced technological solutions for effectively detecting and preventing copyright infringements in the increasingly complex digital environment.
